John is Counsel at Harter Secrest & Emery LLP, where he has worked as a government affairs attorney for the last fifteen years. He advocates on behalf of a range of businesses, professional associations, and not-for-profit entities. He has particular experience representing clients in biotechnology, energy, higher education, and other highly regulated industries. He also assists clients to strategize regarding the availability of and access to a variety of government funding mechanisms and other programs. Before he joined the Government Affairs department, he practiced for several years in the trial department, gaining invaluable experience honing his writing and advocacy skills by representing clients in complex commercial litigation matters.

He serves as ESEA's retained lobbyist, and is also an adjunct professor in the Political Science department at Roberts Wesleyan College.




EMILIO A. F. PETROCCIONE, Esq.
Principal of the Petroccione Law Firm, LLC

As principal of the Petroccione Law Firm, LLC located in Albany, New York, Emilio has been counsel to ESEA and has represented energy marketers since beginning his law career in 1983. He is an attorney with more than 35 years of experience practicing regulatory and government affairs law before the New York State Legislature, the Governor's Office, State Agencies, and the Courts.

Emilio received his law degree from Albany Law School and a Bachelor's degree in science from Rensselaer Polytechnic Institute. He is admitted to practice law before all New York State courts and the United States Supreme Court. Emilio has been a registered state lobbyist since 1986 and is a member of the New York State Bar Association.

JOHN LEVEY
Consultant and Educator to the Energy Industry

NORA Education Session

John Levey is a consultant and educator in the HVAC industry. Starting as a helper in the 1960s he served as an Oil Driver, Service Technician, Sales Rep and Service Manager before starting his own full service oil company.  After selling his fuel oil business John worked in senior management positions at the industry giants and as Director of Education for NORA.

John currently heads Oilheat Associates, Inc. a consulting firm specializing in industry education and mergers/acquisitions.

Bob has been involved in the heating oil industry since 1978 in almost every capacity. He is chairman of the Building Performance Institute (BPI) technical standards committee, National Fire Protection Association (NFPA31) committee, National President of the Oil & Energy Service Professionals (OESP) and the current Education Director for NORA.

Brent has more than 30 years of experience in the fuel industry working in several safety management and operational roles. He has led multi-state safety programs, conducted and instructed safety training, completed safety audits, and investigated incidents across New England. On top of his safety management credentials, Brent's previous experience as the owner and operator of a fuel company allows him to apply a unique set of skills to working with employees and supervisors through interdepartmental communication.

ELAINE LEVIN
President of Powerhouse

Turning Petroleum Price Volatility into Opportunity

Elaine Levin is President of Powerhouse. Powerhouse works with clients to protect profit margins and grow their business. The company focuses on price risk management using energy futures and related financial instruments. Powerhouse clients represent all sectors of the energy supply chain from producers and refiners to downstream distributors and retailers. Customers include fuel distributors offering fixed and capped prices, wholesalers seeking to protect the value of inventory, and energy users who worry the latest headline will affect their fuel bill. Powerhouse also works with natural gas marketers and electric utilities. Most recently, Powerhouse has been helping clients mange the price risk of renewable fuels and environmental credits. Powerhouse also provides education, mark-to-market software, and consulting services.

Elaine has over 30 years of experience in working worth with energy producers, refiners, marketers, and consumers executing hedging strategies. Prior to Powerhouse, Elaine was Vice President, Futures Specialist at Morgan Stanley.

She has taught the principles of price risk management to hundreds of senior energy industry executives. Elaine was the principal instructor for the highly regarded OPIS Fuel Hedging University for over 14 years. She is the current instructor of Powerhouse's Practical Hedging Course. Elaine regularly speaks to national and state energy associations on price risk management.

In 2023, Elaine was presented with the Woman of the Year Award by Women in Energy, a national association of energy professionals.

Elaine is Past President of the National Capital Area Chapter of the U.S. Association for Energy Economics. NCAC-USAEE is a non-profit organization of over 400 energy professionals in the Washington metropolitan area. The association provides a forum that fosters the exchange of ideas and promotes an improved understanding of energy economics and energy-related issues.

Elaine graduated from Marymount University in Virginia summa cum laude with a Bachelor's degree in Business Administration with a concentration in finance.

Fuel Tank Best Practices

Instructor: Bob O'Brien and John Levey

This program is intended for managers / owners, service techs, installers and sales people.

This session starts with a review brief review of the instructions & codes applicable to fuel storage tanks. Many tanks that do not meet the standards are shown and the attendees are asked to identify why they should not be delivered to.

The program then explains Best Installation Practices and visually displays the steps necessary for proper installation including fuel line options.

The presentation wraps up with pictures showing how a good installation should look and a Q&A session.

This session is an update and addresses many of the technical questions asked as blend levels increase.

The results of extensive testing and research regarding combustion issues, combustion testing, head coking, fuel tanks, piping and fuel filters are presented.

Solutions to common concerns are discussed and the session wraps up with a Q & A discussion about how to effectively deal with challenges in the field.
